Summary description of project:
Located in Montreal-Est, the site, currently leased to Coastal Petrochemical of Canada and PTT Poly Canada, has a heavy industrial past. Formerly owned by large oil companies, it was used to manufacture chemical compounds such as paraxylene, phenols and acetone. Next, following the bankruptcy of the company Kemtec in 1991, the Quebec Government found itself the owner of sites and facilities that no one wanted due to a very high degree of soil contamination. To foster the reopening of the facilities, the Quebec Government agreed to award the site to the Fiducie des installations petrochimiques de Montreal-Est, which enabled it to sell the facilities to Coastal Petrochemical of Canada. This is how the Fiducie was able to lease the sites to Coastal in exchange for contributions to its environmental fund whose sole goal is to rehabilitate the land.
Expansion works required the excavation of 20 000 m³ of soil which turned out to be contaminated beyond criteria C of PAH compounds and in aliphatic hydrocarbons by about thirty carbon atoms. Eager to find the best available technologies to decontaminate this soil, FIPME has entrusted MCEBR with establishing the sampling protocol and quality assurance program, which has allowed objectively and scientifically determining the companies capable of carrying out the decontamination of batteries.
